Village of Saugerties Growth Plan

After a FOIL request from NYSDEC, I received the Saugerties Village Growth Plan requested by New York Department of Environment. The attached 17MB document was prepared by Brinnier and Larios, P.C. and makes an argument for further expansion of the Village's infrastructure as it related to adding additional connections (Kings Highway, Partition Street Project, Holiday Express, etc.) to the Dock Street Wasterwater Treatment Plant.

The document begins with a cover letter addressed to Jean Occidental, Environmental Engineer at New York State Department Environmental Conservation - the regulatory body for matters of Wastewater:

"Dear Ms. Occidental:
This is in response to your request to evaluate the cost differential between Plant Expansion and Phased Termination of Septage Services (recommended alternative). The expansion cost is presented as a desktop level estimate due to cost and time considerations...."

Please NOTE: This is not the only Growth Plan that has been requested by New York Department of Environment. These plan requests are triggered by SPDES Permit exceedances or repeated non-compliance incidents. They date back many years. The oldest I've found (as per 02/04/09 FOIL) was prepared by Brinnier and Larios, pre Tina Chorvas years.
